Description: ACT1 Federal is seeking an experienced Senior Business and Economics Analyst to provide private-capital, infrastructure, energy, business-model, affordability, financing, and senior decision-support analysis in support of industrial base and fifth shipyard decisions. Responsibilities: Industrial Economics and Market Analysis: Analyze market structure, concentration, competition, barriers to entry and exit, vertical integration, bargaining power, scale economies, learning effects, and minimum sustaining rates. Assess production capacity, utilization, throughput, lead time, capital constraints, demand stability, pricing, inflation, and the economics of surge or mobilization. Evaluate critical suppliers and industrial sectors for financial viability, investment capacity, sole-source exposure, foreign dependencies, geographic concentration, and indicators of distress. Analyze labor markets, wages, workforce demographics, skill pipelines, regional competition, housing or infrastructure constraints, and other factors affecting industrial capacity. Assess the effects of mergers, supplier exits, new entrants, qualification requirements, switching costs, and alternative sourcing on competition and resilience. Investment and Policy Analysis: Evaluate proposed industrial-base investments, incentives, capacity expansions, supplier-development actions, infrastructure alternatives, and other interventions using cost-benefit, business-case, additionality, affordability, and risk methods. Assess how procurement quantities, multiyear demand, contract structures, funding stability, economic order quantities, and acquisition strategies influence private investment and production decisions. Identify circumstances in which Government action may address a market failure and circumstances in which intervention could create dependency, crowd out private investment, or preserve uneconomic capacity. Develop alternatives that explain expected costs, benefits, market responses, distributional effects, implementation risks, and sensitivity to changes in demand, schedule, or economic conditions. Support economic assessment of shipyards, production facilities, critical infrastructure, workforce initiatives, and other Government-designated industrial-base priorities. Modeling and Senior Leader Support: Build transparent and reproducible models for demand, capacity, supplier health, workforce, market concentration, investment, cost, disruption, and alternative scenarios. Collect and reconcile information from budget documents, procurement systems, company filings, economic statistics, trade data, industry submissions, interviews, and authorized commercial sources. Apply sensitivity, break-even, scenario, input-output, econometric, network, or stress analysis when appropriate and document sources, assumptions, limitations, and confidence. Prepare executive briefings, sector assessments, investment analyses, issue papers, decision memoranda, dashboards, and rapid-response analyses for directors and senior DASN DIB leaders. Requirements: Bachelor's degree from an accredited institution in business, management, engineering, economics, finance, operations research, public administration, or a related discipline. 10+ years’ experience in economics, industrial-base analysis, corporate finance, market analysis, supply-chain economics, operations research, or a closely related field. Demonstrated expertise applying microeconomics, industrial organization, quantitative methods, and financial analysis to complex industry, production, acquisition, investment, or national security questions. Experience assessing market structure, supplier viability, production economics, workforce constraints, investment behavior, or industrial-policy alternatives. Experience developing transparent models, analyzing incomplete or conflicting data, documenting uncertainty, and communicating principal findings without overstating confidence. Active Top Secret Clearance required.
