Description: ACT1 Federal is seeking an experienced Senior Defense Industrial Base Economist to provide industrial, labor market, capacity, incentive, and economic impact analyses in support of industrial base and fifth shipyard decisions. Responsibilities: Maritime Infrastructure and Shipyard Analysis: Support impartial evaluation of a potential fifth public naval shipyard and other maritime alternatives without presuming a site or delivery approach. Compare regions and sites based on workforce, industrial ecosystem, transportation, utilities, waterfront and dry-dock feasibility, environmental and security constraints, housing, and community capacity. Estimate capital, operating, and lifecycle costs; schedules; ramp-up; and uncertainty for new construction, expansion, modernization, public-private partnering, and other feasible approaches. Assess labor markets, suppliers, construction capacity, ports, utilities, transportation, escalation, appropriations profiles, acquisition models, and competition with existing Navy and commercial projects for scarce labor and materials. Evaluate effects on fleet maintenance capacity, workload balance, throughput, schedule performance, surge capability, transit time, and fleet readiness under alternative demand and geopolitical scenarios. Design independent studies of defense industrial base capacity, resilience, affordability, competition, responsiveness, and long-term viability using microeconomics, industrial organization, econometrics, corporate finance, forecasting, input-output, network, and scenario methods. Prepare and present executive briefings, issue papers, decision memoranda, read-aheads, sector studies, dashboards, maps, and rapid-response analyses; defend methods and conclusions before technical and nontechnical audiences. Requirements: Bachelor’s degree in economics, applied economics, public policy, statistics, or related field 12+ years’ experience in economics, defense or industrial base analysis, corporate finance, supply chain risk, operations research, or a related field. Demonstrated application of microeconomics, industrial organization, quantitative methods, and corporate financial analysis to complex policy, acquisition, production, industry, or national security questions. Experience building models, resolving incomplete or conflicting data, communicating uncertainty, and briefing senior executives, flag/general officers, senior civilians, or comparable leaders. Active Top Secret Clearance required.
